Tom has been with Tri-County Health Department for over 20 years working in Adams, Arapahoe and Douglas Counties.  He currently manages bioterrorism, pandemic disease and all hazard preparedness activities, coordinates agency response staff and represents local public health in a variety of forums.            

From 1992 to 2002 he provided regulatory and technical oversight clean up activities at the Rocky Mountain Arsenal (RMA) and other hazardous waste management projects.  He was also responsible for solid waste, household hazardous waste and pollution prevention staff and programs.  Prior to this he was responsible for developing and implementing a technical assistance program to help small businesses (Small Quantity Generators of Hazardous Waste) comply with federal - state - local hazardous material / hazardous waste regulations (RCRA, EPCRA, fire code).  This included providing onsite evaluation, fact sheet preparation, resource database design & use and reporting.  Tom has been a member of one or more County LEPC’s since they were first formed in the 1980’s.

Tom spent his first two years with Tri-County as an environmental health specialist inspecting food service establishments and individual sewage disposal systems, investigating foodborne disease outbreaks and handling general sanitation related complaints.
